'Auto-blocks'. Does this mean banned buyers won't be physically able to enter any bid on the bidding box or just that they shouldn't 'or else' as they are supposed to have read the seller's shipping terms and should know better?

blocked members cannot bid on the listing they are blocked from.

If the blocks are correctly set, they cannot bid at all.

 

There are ways around the blocks. For example: some international buyers have shipping addresses in the USA, some also have US bank accounts and US PayPal accounts.

Blocks prevent the bidders from placing a bid in the first place.

Sellers can block certain bidders by adding the member I.D. to their blocked bidder list. Sellers can also set buyer requirements to block bidders who don't pay or have other policy violations on their account. Sellers can block bidders in countries to which they don't ship too. All of these blocks are automatic so a buyer can't bid/buy if they are blocked.

 

Last, sellers can cancel bids and block bidders while the listing is active if they don't feel comfortable with that bidder.
