My buyer is almost up on the four day no answer or no payment if they do not pay how do I offer second chance offer to next highest bidder???

First, you go to the resolution Center and file a complaint.  then, the buyer will be issued a stiff warning with an extra 4 days to pay.  if not, THEN eBay will give you permission to make that second chance or to relist it.  But if you do so before they give you the approval, then you risk complications yourself.  If buyer does fail, a strike will be placed against their account.  just 2 strikes a year will stop them from buying.  Be sure to place them on your BBL after the complaint is completed.
