If there was no bid, you should not have been charged.

 

From the Fall Seller Updates 2012

 

Ending Auction-style listings when they have a bid can lead to buyer frustration. Starting October 1, to protect the spirit and integrity of auctions, a fee will be charged for ending an Auction-style listing early after there’s been a bid.

And if I remember correctly a flat 30¢ if there were no bids.

"Seller reminder: Fee for ending select Auction-style listings early in effect today, pictures now required in all listings


Starting October 1, sellers will be charged a fee to end early any Auction-style listing that has received at least one bid, as announced earlier this year. The fee will equal the amount of the final value fee, had the listing ended naturally and sold for the highest bid received when the seller ended the listing.

The fee will be waived the first time a seller ends a listing early each calendar year. Follow these listing best practices to provide your buyers with the best Auction-style experience possible, and to avoid incurring this fee."

No, you're not remembering correctly, there is no such provision.
