Thes eare the option fees you selected when you first listed your item these fees are charged whether or not your item sells, thus when you relist that unsold item those fees are also applied to your relisted item.

The listing fees are the same whether your item is a new listing or a relist; that's just not a factor.

 

Under certain circumstances you can get a credit for the basic insertion fee if your auction sells on the second try. The credit is the lower of the two fees, so it's zero if one of the two insertions was free. Here's the Help page with a 14-point bullet list of the criteria for getting the credit:
