You are a new seller and subject to restrictions on selling until you prove yourself to eBay. Since you are in the United Kingdom you should ask this question on their answer center since the rules in the UK may be different from the USA site that you are now on.
Hi. What you have is a LISTING limit, not a selling limit. If you have a 10 listing limit then when 10 lisitngs have been posted you must wait till next month to list more. How many you sell or not has nothing to do with being able to list sooner or more.
