I listed an item and someone one the bid, but then he decided he did not want to buy the item. So it did not sell. So was I charged fees from ebay?
If you want your Final Value Fees refunded, and the ability to make a Second Chance Offer, or relist correctly, you must do one of the following:
1. Complete the Unpaid Item process (usually preferred)
2. Convince the buyer to agree to a Cancellation Request,

The item did sell. if you weren't paid, that is a different issue. For that , you need to file for non-payment.
