A seller can file the Unpaid Item dispute as soon as 4 full days from the end of the listing. The buyer will have 4 full days to pay. If no payment then the seller can close the dispute, the buyer gets a strike, and the item can be relisted.

Sorry, I forgot to answer one of your questions. I don't send invoices unless the buyer requests it. I don't send reminders to pay either. eBay does that so I don't think there is a need to keep reminding the buyer to pay. They know they need to pay.

If payment has not been received 4-days after sale,  you may open unpaid item case and close if still open after 4 days.

The countdown does not start from your invoice, but on sale date.  As courtesy,  an invoice  may be sent as payment reminder before UPI.

All the best!
