I sold an item on 12/1/12, but it's 12/5/12 and I've not been paid.  How long do I have to wait before I can relist it?

You file for unpaid item thru the resolution center - customer support, top right of page.  You can do that after 4 days of non-payment. Then you wait another 4 days and if they still haven't paid, you close the case.  They get a strike on their record and can't leave feedback.  If they get 2 or more strikes on their record they will be blocked from
buying by many seller's and they could even be suspended by ebay.  After the case is closed you will be refunded your fees and then you can relist or offer a second chance.  And put the buyer on your blocked
bidder's list - site map, bottom of page, middle column, near the top.

Of course, if the buyer does end up paying before the 8 days is up, you will then be obligated to ship the item.

You have to make sure to clear it from your "sold" items before you can relist it.

 

You have 2 options to do this, either cancel it (which requires the buyers approval or, if theyu don't respond at all; then 7 days from when you file). OR file an "unpaid item" case (usually preferred if there has been no communication.

 

You can file the UPI after 4 days by going to the resolution center under the customer service tab on top right of page. It gives the buyer an additional 4 days to pay while ebay sends prompts to the buyer to pay or they will get  a strike against their account. After 4 days you can close it, if therehas been no payment; and get your final value fees returned. Deadbeat buyer gets a strike on their account.

I respectfully disagree with the above advice. Don't pursue the Cancel Transaction. Buyer can refuse, you won't get your FVF's returned and buyer can leave Feedback.

 

File the UPI in the Resolution Center as advised.
