eBay says:

 

"If the Make Offer button does not appear in the listing, the seller is not interested in receiving offers and you should not try to contact this seller to negotiate price or terms. Doing so violates our offers to buy or sell outside eBay policy."

Unless  there is an option for "best offer" on a listing, a  bidder is violating eBay policy by presenting an offer.

And of course, in your case, there is no "best offer" option.


Just invite that person to bid..

Revise the listing to lower the starting price to the agreed on amount... as soon as the buyer places his bid, you can then end the listing early, making him the winner.

 

This will keep everything eBay-legal:)

Why are you willing to accept less than your starting offer?

 

Just revise the listing.

 

Set the new BIN price at the price that you're really wiling to accept. You'll have to revise the opening bid, too, since the BIN has to be at least 10% above that.

Auctions do not have a best offer option.

It is an auction.

Either the buyer bids or they accept the item at the BIN price.

 

The buyer is also not allowed to contact you to make offers on items that do not have the best offer option, to ask you to change the terms of you listings, prices etc. Doing so is a violation of the buyer practices policy.

 

 

If you wanted to accept offer then you should have listed the item as a fixed price item with best offer. If you wanted less money then you should have started the auction/bin for less money.
