If the winner of an auction does not pay within the allotted time, what happens to the item. Does it go back to auction?

The seller might relist it, or he might not. It's his decision.

Up to the seller. Four days after auction end the seller is allowed to enter an unpaid item dispute, four days after that the seller can close the dispute in his favor, then relist or make a second chance offer to the next highest bidder, or do nothing, any one of those choices. If the seller does anything else he puts himself in jeopardy.

Wish my fingers would pay closer attention to what I spell correctly.
