What is a second chance offer?

An auction for an item I was selling just ended and I wanted to know why I had the option to post it for a second chance offer when someone else promised to buy an item from me over 2 days ago and hasn't paid for it yet and I have no option with that item other than to wait.

It's an option you get when there was more than one bidder. it's in case you have more than one of the item to sell or the winner backs out.

If you made a second chance offer, the person does not have to use it, If you made a sale, that has to be paid. Do you have a sale that was not paid for?
