Unfortunately eBay cannot force a buyer to complete their end of the commitment.

 

You should refuse any request to Cancel the Transaction should the clueless seller attempt to recover the Final Value Fees.

 

You can leave appropriate (make it professional) FB and rate their selling stars appropriately.

 

Others may advise you to report the seller but unfortunately that link is useless.

They are not supposed to, but sometimes they do.  Like Rosie said, not much you can do other than leave appropriate FB, low DSR's (star ratings) & deny a cancellation if they send you one.
