Are sellers allow to sell concert tickets for a starting bid that is face value, but a buy it now fee of $150 more than face value?Not sure was just asking.

You can set your prices however you want. It's up to the buyer if they want to pay or not.

You can sell concert tickets starting at any price you like.  At least start them at the least amount you are willing to accept.  Remember BIN is not reserve.  Any processing fee should be included in the price so that all costs are covered if you only receive one bid.
