Yes, you can, but it has to be an offer to one of the other bidders of that item, right on top of your sold list you may see send second chance offer, this is ebays notice that 1 or more of your bidders has opted to recieve second chance offers, if no notice like this, then bring up That sold item and click on Bids, to the right of each bid you may see send second chance offer if so, send that offer, if not then no other bidder has opted for second chance offer.
