My item sold, I contacted buyer after 5 days, he responded that his paypal was glitchy and he needed more time.  I responded that he could have a few more days.  That time is now passed and I have not heard from him again.  I'd like to re-list the item and not even fuss with this guy again, but will I have to pay the final value fee to ebay twice if it sells a second time?

You have to file and close a non paying bidder complaint to get your FVF refunded.

You have to close out the first transaction before you can relist.  That's the only way to get your fees back.  And if you happened to sell it a second time & the first guy ends up paying, you'll have 2 buyers for 1 item, which most likely means one of those 2 will leave neg. FB.

 

You have to open an Unpaid Item Dispute.  You can do this 4 days after the person buys & doesn't pay.  When you open the UPI, the buyer has another 4 days to pay.  If they don't, you close the case saying not paid.  It will automatically refund your FVF's & that buyer gets an unpaid item strike.  Then you can relist.  It's a pain, but that's how Ebay does it.

You could ask the seller to agree to a cancellation, but if they refuse you won't get your FVF's fees back & will be unable to open the UPI.
