How can I talk to a customer service representative?

I paid for an expensive item on 12/20/12.  The seller was going on vacation and stated item would be shipped on 1/03/13.  I live in Hawaii, so I allowed 2 1/2 weeks for the item to arrive.  By 1/19, i contacted the seller to check status.  Item still had not been shipped but "was shipped" 1/22.  I did file a customer dispute, but closed the case when she agreed to ship.  Item still has not been received as of 2/12/13.  The website blocks me from reopening a case.  I know 45 days have passed since I paid for the item, but the seller did not ship until over 30 days later, if she actually shipped at all.  How ca I get in touch with ebay?

I'm sorry, but once a case has been closed, it can't be reopened.

never close a case because the seller says whatever, once you closed it the seller was OFF THE HOOK!----did you happen to pay with a credit card, even thru paypal? if so try a chargeback with the CC company. otherwise, you lost your money.

Oh my you closed the case you should have left it opened then you could have closed it.   However finding out if the seller shipped shouldn't be a problem.  If there is a tracking number on the listing at your purchases screen for that item.  Click on it you it will tell you where it is or went to.  No tracking number then of course it wasn't delivered.  Hopefully you can cancel the credit card payment if you use that as a method of payment through pay pal.  Ebay only allows one shot at openning a case once it's closed thats it.
