A buy it now without a best offer option is not negotiable.  Normally I wouldn't even answer because someone who wants a discount now may want another discount later and free shipping after that.

I want people to buy something before I make them deals.  And if I don't have a best offer option up-I'm not taking offers.

It's a "don't even go there". Put that member on your blocked bidder list.

Bargain hunters bug me. I'd put his ID on my Blocked Bidder list.

Them contacting you is against policy - but what you do about it isn't.  All of your listings have close auction prices and buy it now prices - so can't imagine them wanting to make a deal.  Except for the canary yellow bowl for a BIN of $91.95.  Are they wanting that cheaper?  You can revise the listing and lower the BIN price if you like what they want to pay.  That is up to you.
