What happens if an item I sell is won by someone outside of the US and I am not offering International shipping?

I am not offering International shipping and the bidder who is ahead lives in Russia. If this person wins the item how do I handle the situtation, because they have not paid attention to my listing.

They either provide a shipping address in a location you ship to or they (generally) can't pay (eBay won't let them check out without a s/h amount that the seller set up).

If they supply a shipping address to a location you ship, ship there.  (Remember that the "United States" includes various islands around the world).

If they don't pay, file an Unpaid Item Dispute after 4 days and close it out after another 4 days.

If by some glitch they are able to pay with a shipping address in a location you didn't set up as being shipped to, come back with full details.

Contact your buyer and inform them you do not ship internationally.  Ask them if they would agree to a Cancellation Request.  If they say they will agree, send them a Cancellation Request.

Visit the eBay Resolution Center to learn how to do so.

OR, determine the shipping costs, and send them an invoice for the very expensive overseas shipping (with appropriate delivery confirmation).  Your next step would depend if they paid or not.

Above all, remember that merely stating that you ship only to the USA is insufficient to stop non-USA bidders from bidding.

Note: If you block a bidder, AND select the "Don't allow blocked buyers to contact me" option, the blocked bidder will not see the "Contact Seller" link on your listings.

It appears you only said usa only in your listing but the default ebay setting for where you sell is worldwide, until you change that you will continue to get bids from anywhere on the planet.

You are obligated to ship this item if the seller pays for it. You are allowed to create a new invoice with the appropriate shipping charges for a shipment to russia with delvery confirmation if under $250.00, with signature confirmation if more than $250.00.

You can find the appropriate rates for International Express Mail at USPS.com which is the only service you should offer the buyer. The rate will be really, really, really high. If the seller pays you invoice you need to ship, if he does not want to pay including that shipping charge you may file an unpaid item dispute through the resolution center.

Go to your account settings right now and change your preference for shipping to something other than worldwide if you do not want to continue shipping worldwide. Look at some of the other preferences offered while you are there, you may find others that will also save you heartaches, headaches and money. Like blocking bidders that don't pay.

Wish my fingers would pay closer attention to what I spell correctly.

OP says bidder that is ahead, not that they have won it yet, the auction is still running, is the way I read it.

They can cancel that bid from Russia, set your blocks and preferences properly so that bidders outside of US cannot buy.
