"said so" is not good enough

You need to block bidders whose shipping addresses are in countries to which you do not ship:
Go to
My eBay > My Account > Preferences > Selling Preferences > Buyer Requirements.
Click on "show" and select from the choices that you will see there.

Silverstrad is correct.

 

Contact your buyer and inform them you do not ship internationally.  Ask them if they would agree to a Cancellation Request.  If they say they will agree, send them a Cancellation Request.

Visit the eBay Resolution Center to learn how to do so. 

 

 

OR, determine the shipping costs, and send them an invoice for the very expensive overseas shipping (with appropriate delivery confirmation).  Your next step would depend if they paid or not.

 

Above all, remember that merely stating that you ship only to the USA is insufficient to stop non-USA bidders from bidding.

If you have your Buyer Requirements set to block bidders with a primary shipping address in a location you don't ship to, it means they have a shipping address in a location they ship to.

 

If you don't, it does NOT mean that you are required to ship to anywhere other than locations where you have set your shipping to (in the Shipping section of the listing).

 

If the auction is running you can cancel any bid for almost any reason (concern about out of area buyers is certainly a legitimate reason).  If they already won or BINd, wait and see if they pay.  If they use a shipping address in a location you ship to, ship it there.  If they don't have such a shipping address, eBay Checkout will not let them finish checking out (since there is no s/h specified to their location) so they will not be able to pay, and you then file an Unpaid Item Dispute after 4 days and close it out after another 4 days.

 

I would never send a Transaction Cancellation REQUEST (you cannot unilaterally cancel a transaction, eBay asks the buyer if s/he agrees) to someone who ignored your ships to: terms.  If they reject the request, you have no further options to protect yourself form negative feedback or to get your Final Value Fees refunded or to coerce (mild as the coercion of a UID is)  them into paying.
