If I counteroffered and have not heard back from the first eBay member who supplied a Best Offer, can I make a counteroffer on another eBay member who supplied a different best offer?

Each offeror is independent of the other.  You don't have to wait for a counteroffer to be concluded before you can accept a different offer or make a counteroffer to a different offeror.  Once the item is sold (or the last item if it is a multiple item listing) by someone using the BIN button, or you accepting an offer, or a buyer accepting the counteroffer, all pending offers and counteroffers expire, so there is no danger of selling more than you have in inventory (assuming your count with eBay for a multiple item listing is accurate, including for each variation if you have a listing with variations).
