i just had this happen to me and a seller sold the item right out from under me. i thought this was not allowed on ebay and very unfair. she states she made a mistake but does not know if that hiher bidder ill let her out of the transaction.

Yes sellers can end auctions and sell to the highest bidder at that time. There is nothing saying they must let the auction go to the end. Move on you didn't win the item

Yes, sellers can end auctions early to sell to the highest bidder. It's not against policy.

It is against policy for the buyer to ask for such a deal.

 

It is not against policy for the seller to accept it, as long as the sale is consummated through an eBay listing that shows the full amount of the sale price.   But if s/he has bids on the item already, s/he will have to cancel those and end the auction early to accomplish the above (unless the "current bid" is already up to the agreed amount with the offeror in the lead, in which case the offeror is allowed to ask and the seller can end early to sell to the leader at the "current bid" amount), which results in a fee being assessed by eBay (generally 9% of the maximum of the highest bid cancelled).
