How long does a seller have to ship a product and if not shipped within that time what is my recourse????....

On every listing there is a big button that says "Ebay buyer protection".   click on it and learn what you need to do.

New buyers are so impatient.

It doesn't matter if the seller indicates that he has shipped or not. What matters is if you receive. For that, look at the listing of the item that you bought and you will see the shipping timeframe to get to you. Go by that. That is what a reasonable eBay buyer does.
