Ebay cannot force a seller to ship to you, but you can leave them neg. FB, all 1's on their DSR's & you can report them as a non-performing seller.  If they ask you to agree to a cancellation so they can get their fees back, decline it.  Sorry, that's about all you can do.

And do not hint or threaten them with neg. FB if they don't ship, because Ebay will remove that FB for FB extortion & send you a warning letter.

If you won the item, just go and click "Pay Now" and pay.....That is all you are required to do.

The seller is not allowed to ask for more money after the listing is over and someone won..

IF this seller doesn't ship and you wait till a couple days after ebays automated delivery estimated dates have passed, that's when you aughta file an INR (Item Not Recieved) case.

Is it for the Yamaha A/V Receiver?  He has 0 FB.  Your negative FB will put him -1 & pretty much put an end to his seller career.

If he doesn't refund you money immediately, you have to wait until the estimated delivery date shown on the listing & then you can file an INR dispute.
