If a seller lists an item identical to what he was supposed to send to me the day after he ships me a similiar item but without the added features of the item I purchased, when do I report the transaction as fraudlent. I want to find a way to leave bad feedback, but have to notify PayPal and Ebay as I never heard from him when I emailed him that I refused the inferior item when it was delivered. I did tell him in an email that I knew he listed the superior item again for $80 more than I paid. Nothing from him in two days but gave him three to make it right. Any advice of the best timing given this situation.
