How can a buyer, who doesn't pay, has a case opened against them, & never responds, still have a 100% rating & no unpaid item recorded?

How can a buyer, who doesn't pay, has a case opened against them, & never responds, still have a 100% rating & no unpaid item recorded? Why can't I leave negative feedback? They clearly broke the contract to pay for the item they won. That hurts sellers. Yet they have no way of knowing that this buyer may be risky. How often has the buyer done this to other sellers? Without feedback we won't know!

How would that help you knowing if a buyer didn't pay for a purchase? They could always do a BIN or bid in the last few seconds of an auction, pay right away and there's nothing the seller can do but ship. The feedback is useless. If you have your buyer requirements set to block those with 2 or more unpaid item strikes, you block the bids from ever taking place. Use the tools eBay gives sellers to issue the unpaid item strikes, block those with policy violations, and add to your blocked bidders list too. Good luck :)

Sellers haven't had the ability to leave neutral or negative ratings since May of 2008.

The UPI process described above will hurt the deadbeats much more than a negative ever did...most sellers have blocks set so buyers with 2 or more strikes are unable to buy or bid for an entire year.

Set Buyer Requirements:

Go to your My eBay > Account tab > Site Preferences > Buyer requirements and block buyers who:

 - Don't have a PayPal account

- Have received 2 Unpaid Item strike(s) within 12 Month(s)

- Have 4 Policy Violation report(s) within 6 Month(s)

- Have a feedback score of -1 or lower

You don't see the unpaid item strikes, but if the buyer has them, they're there.  Make sure you're Buyer Requirements are set up to block users with 2 or more unpaid strikes.  If sellers do not have this set up, they cannot complain if one of these non-payers buys their items.
