Why can't I leave negitive feedback for someone who kept lying to me for 30 days that they were going to pay for an item and then did not pay?

What makes you think you could?  You can never leave a negative for a customer.

 

You owe eBay final value fees, regardless of payment status.  Don't you want that money refunded?

 

Read this, follow instructions - file the dispute:

You must follow that process to recover your fees, after which you can relist.

 

Also put the non payer on your blocked bidder list.

and... modify your profile, block bidders with 2 or more unpaid item strikes,

and block bidders without paypal accounts, and block bidders in countries where you don't ship.

30 days? That was overly generous of you. Unfortunately, a few buyers do string sellers along and simply don't pay. I would open an unpaid item case immediately and wait the 4 days and then close it. The non-payer is issued a strike on their account, risking possible suspension if there's a history of non-payment. Be sure to open these cases no sooner than 4 days without payment and close 4 days later.

 

Also, add these members to your BBL (blocked bidders list) and make sure all your buyer requirements are properly set. This will drastically reduce the number of non-payers you come across. Good luck :)

Hi rpm -  The short answer is because ebay says so.  You also can't leave positive fb with a negative comment, if a seller did that and it was reported, ebay would remove the comment but the buyer would get to keep the positive, and the seller would get a policy violation.

 

All you can do is not let buyers string you along like that for payment.  You can file an Unpaid Item after 4 full days, for up to 32 days.

 

Also check your Prefences in your My ebay to make sure you have the maximum blocks set -  buyers with 2 strikes etc.

 

And put the buyer on your Blocked Bidder List so they can't buy from you again.  Site Map in teeny letters @ bottom of screen, middle column under Selling, Blocked Bidder/Buyer List.  You can also do that from your My ebay.

Because that isn't how you handle non-paying buyers. You can open an unpaid item case after 4 days and close it 4 days later. You'll receive your fee credit and your buyer will earn his strike.Then you can relist.

 

Negative feedback doesn't do anything to stop nonpaying buyers. Unpaid item strikes do. Don't allow buyers to string you along. Open and close cases when eligible and move on.

 

By the way, you only have 32 days to open a case, so do it today.
