i won an item, seller refused to sell for winning bid(19.11) , contacted me outside of ebay stateing i could buy for 200, i contacted him through ebay asked when he was shipping item,he finally replied thorugh ebay asking if i had gotten his email i replied that i had not to send it through ebay so i would be sure to get it, which he then did with a price of 400 then, stating that i was crazy if i thought he was selling an item well worth over 1000 for the winning bid, seller was very ugly in email. I contacted ebay they said to leave apporaite feedback they would limited his account.

Did you pay for the item (winning bid + shipping)? If not, do so. If you did, file an Item Not Received complaint and FOLLOW THROUGH WITH IT. If you still don't get the item, THEN leave negative feedback and low "star" ratings.

Sorry. "Limited account" means that their ability to sell will be restricted. One negative feedback comment won't do that. Pay, and file the INR if necessary.

I did send payment when  i contacted ebay the rep told me to request a refund then leave apporaite feedback which i did and seller refunded my money. I seems like there is something ebay should be able to do considering seller refused to sell the item, sent nasty emails to my personal email(contacting my outside of ebay) account requesting money and then to my eaby messsages requesting an even higher amount. Could I still go through the INR process even though i recieved a refunded

If the seller refunded then you can't file a dispute. The only thing you can do is leave feedback and DSR's.

What is dsr, yes it is about the boat, I think i will just let it go, mo matter what i do i will still not get the item
