how do you report an ebay member that had a vehicle for sale and poorly got back to you with questions or did not respond at all?

If a seller won't reply to questions, find another seller. Nothing to report.

There is no report to file for that reason. Find a better seller.

The best way to punish a seller like that is to not give him your money.  Find another seller.

What is there to report?

 

If you bought and paid for something, you can rate the seller on communication, but not otherwise.
