Hi all! I am from Russia. I have to say - I'm buying in the U.S. because that
is where you can find things that are not in Russia. I buy through an
intermediary - all purchases are sent to the address in the U.S., going to
one and sent me to Russia.

Now about my experience on ebay.

I won the auction and paid for the item within 30 minutes via Paypal. To my surprise, the next day the payment be refunded, explaining that my address is not verified.

After several days of correspondence with him, I confirmed my address in Paypal account, he request me in the $ 1 (for check) I paid for it, but now him does not like a confirmed address.
This address that assigned to my credit card, address, by which I actually live.

The fact is that if the card billing address is in Russia - you can not specify a delivery address in the United States.

I tried to explained to him that such an intermediary, and why parcel need to send him and not to Russia, but he did not want to listen.
He says that the shipping address must match the billing address.

I can not wait so long for it all of my parcels have to detain.
I wrote this seller that I intend to put a negative review.

He says that will put me - my question is - does he have the right to expose me negative feedback in return?

No he can't leave you a negative feedback it hasn't been allowed for sellers to do in several years. Only the buyers can leave negative feedback.   So don't worry about that.  If you paid him and he won't ship just file a "item not received" in the resolutions center so you can get your money back.  You have 45 days from the date of your purchase to do so and ebay will review and you will probably get your money back.  Move on and find a seller that is willing to sell items to you.  Good luck!

No a seller cannot leave negative feedback for a buyer.

 

You should be able to add your US shipping address to your ebay account and select that when you check out.

 


Know these 4 things:
1) Buyer Protection - 45 days to file a claim
2) Auctions are binding contracts
3) Click on Customer Support to find all answers
4) Problems are resolved in the Resolution Center

If the US address is in your ebay account you should make that your primary address.  And do you realize that by having it forwarded to you that you lose ebay's buyer protection?

You already got your refund. Just move on and find a seller that is not as confused as this one. Ebay stopped the confirmed addres requirement a year ago, and it is no longer needed. All you need is an address that is furnished with your payment to protect the seller.

If they do leave you a negative you can have it removed.  Your seller is mis-informed.  As long as they received the payment and paypal said ok to ship, they should have shipped.  You don't to have a confirmed address anymore.  And I don't know what they're talking about when they say "the shipping address must match the billing address."   Seller's are allowed to ship to different addresses - as long as they ship to the address given at checkout on the order details page.

You will find that not all sellers know the rules, and rules do change.  It's been YEARS since ebay required a confirmed address for seller protection.  Sometimes buyers have to know more than the sellers!

 

You will also find that many sellers won't ship to Russia because many packages do get lost or arrive weeks late.
