I bought an item that I was not happy with and have asked for a refund.  The person said I could return it but they suggested instead to keep the item and they will issue a partial refund so that I would not have shipping charges.  is this legal with Ebay rules?

ebay is ok with that if you are.

the selleris correct...you would have to pay return shipping costs if you insist on returning the item.
