As you can see from subject, It's too late to open a new case. I tried to contact the seller, and he offered me to resend item or return my money back, but after that he won't answer on my messages.

What should I do?

If you paid by credit card, try doing a chargeback.

 

It's really important to know when to meet deadline dates for opening dispute cases.

Don't let anyone talk you into waiting past the 45 days of ebay protection. Always, file a case against them in the Resolution Center, it is under Customer Support at the top of the page. If the item arrives after that, the case can be closed without any damage to the buyer or the seller.

 

There is nothing ebay will do for you after the 45 days. The item may still be delivered. It could be stuck in customs.
