Is this an international shipping scam? I'm in USA, Buyer is in Israel....

Is this an Ebay scam? I'm in USA, Buyer in Israel? I am in the US of A. Moments ago, I sold an expensive camcorder set up on eBay for $1100. I have not sent an invoice yet. I'm obviously suspicious of the buyer because they are in outside my country, in this case, Israel. So far they have not contacted me. The detail that really makes me dubious is that the shipping price will be very near the cost of the item! At nearly $1000!
Seems like a scam to me, but say they are legit, what steps do I take to assure that I do not get ripped off?

Make sure you send the item with a service that has signature confirmation (FedEx, UPS, or USPS Global Express Service). Ship ONLY to the address they supply with their paypal payment.

International sales are not really any different from domestic sales, you just have to make sure you don't violate the rules of seller protection. Expensive items are risky to sell on ebay (even inside the USA). I know a woman that sold a large diamond rind for $11,000, and got a plastic bubble gum ring back as the return...and she didn't have anything to prove that what she sent was actually a real 3 carat diamond.

Get photos of the equipment that includes all of the serial numbers and is clearly legible. Make sure you can ID the equipment from the photos.
