You do not have to sell to him, and you can report him if he persists.  Block him and be sure to change your Buyer Preferences to not allow bidders from countries you don't ship to.

you need to set up your listings to accept only bids from the US so they cannot bid.  You can report him for malicious bidding to Ebay and place him on the blocked bidders list.

Saying you don't ship there and not offering an International shipping cost does not prevent someone outside of the US from bidding. 

 

You items are low cost and are not theft magnets like iPhones and laptops so I would figure shipping and send him an invoice.  It's obvious he is not going to agree to a cancellation. A signature is not needed so you wouldn't need to send it expensive Global Express.  Calculated Priority Mail and the Large Flat rate box is scanned to most major locations.

It would appear you never went to your shipping preferences section and change the shipping area section from worldwide to just usa. That overrides anything you might say in the item description, so you are obligated to ship the item to Korea.

 

Here is what you do. Go to either the ebay shipping calculator or USPS.com and look up the cost of shipping your item, you will need to know the weight including packaging and the size of the box. Be sure to pick a service that provides delivery confirmation, Express Mail International would be a good one to use. Remember that your package should be bigger and heavier than just usa shipping to better protect it on such a long journey. Also remember to set your handling charge for enough to cover the extra time and effort you put into this service. Once you have determined the shipping charge based on the extra weight, size and handling problems you send the buyer a revised invoice with the correct charges.

 

If the seller pays then of course you ship, if the seller balks at paying once he understands the cost of shipping you file an unpaid item dispute in the resolultion center.

 

And don't forget to update your seller preferences in the accounts section under myebay.


Wish my fingers would pay closer attention to what I spell correctly.

Merely stating in your listings that you do not ship somewhere will NOT stop people from bidding on your listings........You MUST set your blocks PROPERLY or this will continue to happen........

See if they will agree to cancel (sounds like they will not)......If they agree you will get your final value fees back.........

 

They will still be able to leave feedback...........keep that in mind..........

South Korea?  Why not? 

Has about 10% of the scammers that you have in the USA - 

per 100,000 population.
