The seller has in "shipping and payments" local pickup, but in the description he has " It will be Free Shipping to the lower 48 states."

 

You will need to contact the seller and ask, but I think the seller made a mistake in the listing. If you can't pick up the item then ask the seller to send you a request to cancel the transaction.

Generally, the reason an item is listed as Local Pickup is because it is too large or awkward to ship. If you can't pick the item up, you could ask for shipping charges or ask the seller to cancel the transaction. It is actually the seller's fault for setting the auction up with both options. Apparently, they used  a template or something that already had some of the information filled in.
