really tired of run around. wish easy way when both parties agree that sale not finalized. who does what? how? condition and picture not true to listing. want out. seller said ok, but does nothing. now what?

The seller needs to send a cancellation request which you must agree to. Tell him to send it through the resolution center.

Only the seller can send a Mutual Cancellation

If it's an ended auction or Buy It Now listing, the seller has to send the buyer a Cancel Transaction Request.  Read below:

If a buyer wants to get out from under a bid he placed on an active auction... most bid retractions are considered violations of eBay's buyer polices, even when the seller says it's okay.

 

In this situation, it's better for the seller to cancel the buyer's bid.  He has the ability to do this under the More Actions link next to the item being sold on his eBay Summary Page.

Maybe the seller is waiting until they can file an unpaid item dispute against you. That is another way a seller can cancel a listing.

 

You are not in control of this process, the seller is. The time to do your investigating and assessing of an item is before you bid.

Maybe the seller is waiting until they can file an unpaid item dispute against you. That is another way a seller can cancel a listing.

 

IMO, the Unpaid Item Dispute should not be viewed as another way for the seller to *mutually cancel* a transaction.  It's designed as a tool that sellers can use in an effort to receive payment for a transaction the seller wants to complete.

 

The consequences to an inexperienced buyer can be confusing & severe, especially if the seller is also inexperienced:(
