Hello, As I was describing above, my buyer has a bad case of buyers remorse. He has sent me numerous messages that the frameset i sold was too rusty, wrong size, incorrect fork and other excuses for wanting a refund. i agreed  to refund the cost of the frame $125 plus the $50 shipping to shut him up.

I have 2 concerns

1- I do not want to pay for the return shipping ($47)

2- I do not want to refund anything to this guy UNTIL I have the item in my possession.

Additionally, Should I run this refund through PP or send him payment directly?

Please advise as to above concerns

You refund when you get your item back. The buyer is responsible for the return shipping cost. When you refund you do so through the original payment in paypal, there is a refund link in the original transaction.

1. Buyers pay for return shipping

2. Don't refund until you have the item

 

Refund through PayPal. Find the payment transaction and use the "refund" link to send the refund.

Normal operations demand the return of the part before a refund and that the buyer pay the cost of returning it to you which you do not re-imburse. That is eBay's normal policy.

 

If the buyer files a claim with eBay for any reason you will have to refund both item cost and what they paid to get it to them. Best to just take care of it yourself, the sooner the better.

 

If you were paid using PayPal then that is the ONLY way to refund. Why? Because if they paid you with PayPal and you mail them a check they COULD file a claim and get another full refund from you because there would be no record of your having refunded.

 

This sounds like an item better sold locally using local pickup only. This way the buyer see it, holds it, hugs if if they want before leaving with it.

You don't refund until you have the item back. Otherwise, he may keep the item and the refund. ebay says the buyer is to pay return shipping, but remember the buyer can leave FB of his choice and DSR ratings. A lot of sellers do pay for return shipping, it is up to you.
