The basically have about 8 days to pay.

That is because you cannot report them to eBay as a non-paying bidder for 4 days, and then you need to give them 4 more days to pay before you can close the UnPaid Item dispute.

Sellers can file the Unpaid Item dispute after 4 full days from the end of the listing. The buyer will have 4 full days to pay.

Buyers have 4 full days to pay.
