As a seller do we have any protection from USPS on an item that was shipped but did not have insurance placed on the item?

No.  You need to purchase insurance or self insure.

You re not protected from USPS without insurance. But what is the issue?

You pay for protection by buying insurance. If you don't buy it, you aren't protected.
