You should be able to bid since you would have put the California address on your eBay account as your primary shipping address. Maybe you didn't do that?

Go to your My eBay, Account, Addresses. Add the CA address as an alternate address and if you make it your primary ship to address and save it, you'll be able to bid.

 

After you win and pay, making sure the CA address shows as the shipping address, then you can go back and make you HI address as primary again.
