I bought an item that I thought was something different than it was. Now I would like to return it for a full refund. The listing says 14 days money back as long as the buyer pays return shipping. I'm willing to do that. I asked the seller and they said that they are happy to do that. However, they say that they are going to subtract the Ebay and Paypal fees they were charged to list the item and whatever's left over I get. That's not a full refund. Can they do that?

No, that's is not allowed. After you return the item the seller should give you a refund of price and original shipping.

 

The seller can send a request to cancel the transaction and if you agree they will get a final value fee credit. They should refund first before you agree to cancel.

No, they are NOT allowed to do that.  They need to refund item PLUS original shipping.

 

If you are getting nowhere with the seller, then go to the resolution center and open the appropriate case..........

As a seller, if I receive a return, once I refund, my fees are automatically refunded to me....

 

No, sellers cannot do what your seller states..

As noted, the seller isn't allowed to deduct these, but there's really no need to anyway.

 

When the seller issues a refund through the Details page for the original PayPal transaction, they automatically get a credit for most of the fee that PayPal charged them for accepting the payment (Paypal keeps the 30 cents portion but credits the 2.9%). Perhaps your seller isn't aware of this.

 

After the seller has issued the refund, they can send you a request to mutually cancel the transaction; the cancellation will get them a credit for the eBay Final Value fee.
