It's been a long time since I had to answer a case in the resolution center, and it might have changed by now. I seem to remember a box that was specifically intended to enter your tracking number. There was also an "add" button off to the right of the case details and when you clicked on that you could enter your comments.

 

Hopefully someone will come along with a specific answer. If not, and if my comments don't help, you can always call Paypal. They can enter the info from their end.
