The stated shipping cost was 10.95 and now she wants to increase it to 16.95

It's common, but not permitted.  It's a violation for a seller to ask for more money than they put in the listing.  If they miscalculated shipping or didn't prepare for Sunday's rate increase, they must eat the difference.

common or not...it is a policy violation for the seller to ask for more $$$ for shipping than you agrred to pay for from the listing.
