I keep getting asked to pay shipping...

on items that have sold where the buyer is supposed to be paying shipping.

 

It says the funds are available, and the amount the buyer has been charged for shipping. I'm really confused as to why I have to pay anything...

Yeah, but... 

The buyers pay you and you pay to ship the items.

Not sure I understand the question, but see if this answers it.  When you list an item and it sells for $20 and the shipping is $5, the buyer will pay you a total of $25.  You will then take the $5 and pay for the shipping.  Clear?

Yes, you are confused.

 

The buyer pays you for the item and the shipping that you have charged.

 

You purchase the postage and ship the item to the buyer.

 

Think about this a minute. Have you bought things from on-line vendors? You pay for the item and the shipping don't you?

 

eBay charges you Final Value Fees on the total purchase price (includes the shipping that buyer paid).
