I won an auction and paid late on the first of this month. It's been two weeks and it doesn't look like it's been shipped although when I messaged the seller they replied that they shipped the item and were going to send me the tracking number after they came back from vacation. The 29 is when I will no longer be able to open a case. 

 

I've messaged them again a day ago and they haven't replied.

 

What should I do?

you have 45 days to file INR, sounds fishy that the seller just happens to be on vacation until that time has passed, If they were able to answer your first question they had access to a computer and could have gotten the DC number for you.

 

Don't let the 45 days pass without opening a INR case....in other words, don't let the seller "string" you along with promises until it's too late

the listing should show you the estimated date of delivery - just click on the payments/shipping tab.  Wait a few days to a week after that date and if you still haven't received it or heard from the seller then file for item not received in the resolution center - customer support, top right of page

I can't open a case, I keep getting this message.

"You purchased this item as a PayPal guest user and will need to contact PayPal directly by going through their Resolution Center."

You'll have to sign up with paypal using the same email and info as you did as a guest.  then you can file a claim.
