HI, i've paid for an item  4 days ago, but the seller-ranyefa168 haven't shipped it yet and is not answering in my questions. Can i open a case or not?

First, how do you know the seller has not shipped? Sellers do not have to mark items as shipped or download tracking (even though they really should do both).

 

You have up to 45 days to open a case. Ebay will not allow you to open a case until the expected delivery dates have all passed.

No, you can't open a case. And how do you know he hasn't shipped? Did he say "I haven't shipped"? 

Don't be an unreasonable buyer. Sellers aren't required to mark little My eBay icons. Just wait for your item to arrive.

(And since the item is coming for Hong Kong, it will NOT be marked as Shipped since the seller doesn't use eBay labels for shipping.)

Also, let's look at the listing: 

"Will usually ship within 3 business days of receiving cleared payment." It hasn't been 3 business days since you paid.

(And you bought the item 8 days ago, and you paid only 4 days ago? You took your item, so maybe the seller is doing the same.)

You do not know if a seller has shipped the item or not.  Sellers are NOT required to list a delivery confirmation number nor are they required to mark the item shipped.

 

You have 2 date that show on the listing that are ESTIMATES,..............If by the last date, the item has not arrived, then you wait another 7-10 days.  Then you contact the seller.  If you do not get anywhere with the seller, then go to the resolution center and open the appropriate case.

 

You are being way too impatient, and premature in wanting to just open a case. 

 

REMEMBER:  IT IS THE HOLIDAY SEASON AND SHIPPING CAN BE DELAYED.............................
