I sold and item which got some damages on shipping,what should I do?

I sold and item which the buyer after receieving it told me that the below part of the glass was broken

As you could see it is a khatam frame with a miniature painting which has a glass and he told me the glass is broken ,now he wants a refund,In these cases how should I make the refund?the price for the frame was 19.50 us dollar +15.99 us dollar shipping, how much should I return him back?full?partial like 5 dollar?

Normally an item is returned to seller and a 100% refund is made.

 

In this case, that doesn't make sense= arrange with buyer for a fair refund to replace the glass - see if buyer is happy with that.
