Who can we speak to about this?

If this credit card is definitely NOT attached to your Paypal account, then you should be contacting your credit card company about an unauthorized use chargeback, not Paypal.

The issue would be larger than Paypal.  Someone would have to have acquired your cc info & can use it elsewhere too.

Log in to your Paypal account.

Mouse-over the Profile tab & select ADD/EDIT credit card.

Verifiy that your cc is NOT there.

If not, then call your cc co.

But before contacting your cc co, you might want to check with your spouse? children? significant other? housemates? to see if they used the card.

It's really a Paypal or Ebay number. I have legitimate transactions on my statements directed to that number.

Even so, a Paypal account can be hacked by a third party. Ten fraudulent purchases were made in one night between 3 am and 3:30 pm, at which point the Paypal accounting blocked further transactions. It took me nearly a year to get all my money back.

Yep,   got one on my credit card today, too.  Have spoken with a rep with Paypal who was super helpful and am pursuing getting more info and it's possibly a merchant processing problem.  Will post back when I have a resolution.

What a hassle!

I just received my May 2012 Discover Card statement & had 3 fraudulent PayPal charges: 5/26/12 PP*8796CODE 4029357733 CA for $1.95, 5/28/12 PAYPAL *NIUK 4029357733 CA for $749.55 and 5/28/12 PAYPAL *DONATE EBAY 4029357733 CA for $1.00. All 3 transactions reference a "Secure Number 6011XXXXXXXX0919". My PayPal account is not linked to my Discover Card and does not show any recent transactions. In fact, I rarely use my Discover Card, except for a monthly GameFly subscription charge. I contacted Discover customer service to report the fraudulent charges. I was surprised to do a Google search and to see I am not the only one with these similar recent charges. The helpful representative I spoke with mentioned the secure number referenced on the statement is a Discover Card number the merchant can use to process a transaction without needing to have the actual credit card number and somehow that "secure number" linked to my real Discover card account. Apparently, the "secure number" is typically used by people who want to make credit card purchases without providing their actual credit card number to the merchant. I sure hope Discover & PayPal can investigate and find the source of these fraudulent charges! This is very disconcerting! :(
