Because paypal is an ebay company, they demand a verified account to sell items (verified means to add a way that ebay and paypal can get paid if you have no money in the payp[al account, such as a bank account and a credit card).

Because banks require proof of identity to open accounts and eBay wants to make sure that you really are you if you are going to sell on their site.

 

It also makes sense to be able to withdraw your payments
