Most likely you are seeing that message because they typed their email for payment wrong on the listing.

Do not use Send Money to their correct address, this will void your eBay Buyer Protection.

Seller needs to add the email from the listing to his PayPal account so payment will go through. If it is a typo in the domain, gnail for example, then the seller cannot claim payment.

You can look on the Details of the payment on PayPal to see what email the seller has from the listing. You can see yourself if it is a valid email or not....

In the case of an invalid email the seller must send a Mutual Cancellation and you should Agree.

You can Cancel your Unclaimed payment from PayPal to get it back.
