I'm not sure what you mean by privacy settings, so I'll run the gamut here.
If your iPhone has not updated in the past month and you are using an older version IOS, then you can't use the Safari browser to upload. There won't be a browse button to fetch files from your device. You would need to download eBay's mobile app to list your items and upload photos.

If you have a newly updated IOS6 on your iPhone, the Safari browser has the new ability to browse your device for photos, just like running on a desktop computer. There is nothing special to do or add and you won't need the mobile app.
However, if you are changing the location from which you normally list, eBay is likely to notice the change in IP address. They may ask you for authentication, which can mean entering a PIN number when asked on the screen or you can request a phone call to the land-line telephone number on your account, which will give you a PIN to type into the onscreen verification form.
And lastly, your iPhone has its own privacy settings to control which apps can access your photos. eBay's Mobile App may need access there. Click the Settings icons and go to Privacy to see if eBay has been listed but is turned off.
